泥瓦匠鲁二（张桐 饰）因为修缮皇宫，巧遇被太后软禁的皇上。皇上在鲁二私处刺青，拟诏派他营救天牢中的大学士（王劲松 饰）。鲁二临危受命，详细制订了营救大学士的计划。他为潜入天牢假意打劫，却无意中邂逅了赌场老板娘红中（黄小蕾 饰），二人不打不相识。红中有个死对头许三刀，因冒犯钦差大臣福尔摩也被抓入天牢准备问斩。鲁二在潜入天牢，在搭救大学士之时，刚好赶上刺客前来行凶，两人狼狈逃出天牢，福尔摩在后面紧紧追赶。在逃亡中，大学士对鲁二的身份表示怀疑，后者遂露出私处方才验明正身。正当二人准备按刺青寻找藏宝图之时，福尔摩、红中、许三刀等形形色色的人物也卷入了这场追杀……
