故事发生在珠海的一间酒吧，风情万种的酒吧老板娘英姐妖娆迷人，深深被其吸引的驻唱歌手阿兴总渴望引起英姐的注意。循规蹈矩，天真温暖的出租车司机庆哥即是酒吧的常客，也对英姐有着温厚酽醇的依恋，二人却因不同的顾虑，无法敞开对英姐的爱意。
该剧讲述了被誉为“冷面寒铁”的铁面御史周新，在民间广传其无私审案，不畏强暴惩恶扬善的故事。大明朝朱棣在南京坐上皇位，立足未稳，时闻江南一带凶案迭起，不能平伏，百姓惊惶失措，怨声载道，在众臣的推荐下，遂派御史周新为浙江按察使，前往凶案频发的浙江，察视案情，整治政纪，平息民怨。周新领命至浙江任职，独自一人，私访暗察，发现自县域至省城各级衙门，吏治不清，积弊深重，有不少冤案错案，更兼地方恶霸与有朝廷背景的人物徇私枉法，胡作非为，使得地方治安混乱，民心不稳。周新凭着过人的才智，一一破解被无能官员误断误判的案件，拨乱反正，惩恶扬善，严厉处罚了一些昏官恶吏，正义得以张扬。
