故事发生在电影《美国队长》之后，1946年战争结束了，和平的到来反而使她被社会排挤。随后她加入了霍华德·史塔克的机构SSR (Strategic Scientific Reserve)，做一些行政和秘密任务。即使失去了史蒂夫·罗杰斯，她依然要面对人生。“特工卡特”首次现身银幕是在2011年的电影《美国队长》（Captain America: The First Avenger）中，当时由海莉·阿特维尔（Hayley Atwell）饰演这个角色，作为“美国队长”的恋人，卡特在前者撞机之后成立了“神盾局”保卫国家安全。2013年漫威曾制作《特工卡特》的电影短片，故事内容是关于美国历史上最令人震惊的十二宫连环案，而在《美国队长2：冬日战士》（Captain America: The Winter Soldier）中，卡特也曾短暂现身，不过此时的她已经是耄耋老人命不久矣。
本剧充满了青春、爱情、奇幻元素，描述边缘工具人高中生赵龙杰（蔡凡熙饰）在唯一的亲人爷爷过世后，莫名其妙被海中小霸 王美男鱼李仁宇（禾浩辰饰）给缠上，为寻找将仁宇送回海裡的方法，2个冤家不得不展开祕密的同居生活，进而踏上一段荒谬又疗癒的成长之旅。
